The government has published a status table of pending legislation for the Senate, the House and Presidents office. Over a third of the pending bills are to introduce new taxes or modify existing ones or increase fees. These include taxes on tobacco sales, foreign labor, reef fish, yachts, visas, a value added tax and a tax on all wages and salaries. Other laws pending in the new congress include a law to provide three months paid maternity leave. The allowance for the transfer of foreign workers, establishing a building code, salary increase for government employees, the casino act and the observance of Memorial Day. Of the 61 laws pending 46 have only passed first reading and are in committee.
