The Pacific Plan Review team following their consultation with all of the Forum member countries and associated members says the Plan in its current form is deemed ineffective or irrelevant. The group, who set out late last year, meeting over 500 people in 16 Forum countries and associated members, says the region is full of uncertainties, inequalities and change.
During the Pacific Plan Regional Consultative Meeting, Sir Mekere Mourata says there is a desire for framework to guide progress towards a more integrated Pacific, but the Plan is not effective enough. He says the review tried to go beyond descriptions, to try to understand the underlying factors. The team also suggests the need for fundamental shifts in the “rules of the game” to determine the nature, scope and impact of change in the region.
In addition, the team revealed the Pacific’s concerns with Fiji’s membership, as Fiji is not currently participating in Forum meetings. The team continues to read and review hundreds of documents submitted during the review process and will present the final report to the Forum Leaders at their annual meeting in September 2013.
