The Palau government has finally authorized the refund of hundreds of foreign workers who registered under the Alien Registration Scheme in late 2010.
Workers who registered under the scheme will only be receiving a $20 refund, after Attorney David Shipper applied a 20% fee for representing Bernadette Carreon and the class in the lawsuit.
In 2012, the Appellate Court affirmed Chief Justice Ngiraklsong’s ruling that the $25 fee imposed by then President Johnson Toribiong was unconstitutional as it was a tax and only the Olbiil Era Kelulau (Congress) can levy a tax.
The government will be issuing refunds on March 16-17, and March 23-24, 2013.
