Over the past weekend, the Republic of Palau and the State of Angaur lost one of the country’s most meaningful politicians. 54-year old Horace Rafael, Angaur State Delegate for the 8th Olbiil Era Kelulau (OEK), passed away as a result of a heart aneurysm.
Rafael is remembered as an honest and an outgoing member of the Palau Congress. Colleagues at the House of Delegates, including Koror State Delegate Alexander Merep, regard Rafael as “one of the most exemplary public servants.”
“He was an energy booster,” said Noah Kemesong, Kayangel State Delegate. “He has this ability of raising everyone’s spirit when he enters a room or is talking to you.”
Rafael served most of his life as a politician serving his home State of Angaur. He has both served as a Governor and Delegate for the State. Prior to his death, Rafael’s dugong protection act became law, adding to his list of accomplishments as a politician.
