If you have been waiting for weeks on a package to arrive through the U.S. Postal Service you are not alone.  Unannounced changes were recently made to the way your packages are transported.  Beginning in August all of the package sorting for the North Pacific islands was transferred from Hawaii to Guam.  According to the Guam Post Office this has resulted in nearly four times the amount of island mail moving through their facility.  As a result the 400-pound daily load limit on the airlines is not nearly enough and the mail has been piling up waiting for transport.  However your package may be here soon.  The Postal Service has received permission to significantly increase the load on commercial airlines and will begin shipping the larger loads this week.  If all goes well the backlog of packages should be sent in the next 5 to 7 days and mail delivery should return to normal.  The U.S. postal service has been operating in Guam since 1899.  The Micronesia Islands enjoy use of the U.S. Postal service under their compact agreements with rates similar to U.S. domestic rates.
